Land Development

Todd Elston, Team Leader for the Land Development Department, is responsible for designing civil engineering and related projects for master planned communities, roadway design and public utilities, and for municipal utility district management.

His decade of professional experience encompasses all aspects of land development, including design, management, analysis and coordination for both public and private projects.

Mr. Elston, who is a member of the American Society of Civil Engineers, has a Bachelor of Science degree in Civil Engineering from Texas A&M University.
