It is no secret to residents of the Texas Gulf Coast that flooding is a prevalent threat to the economic survival of communities. In fact, according to the Urban Land Institute (ULI), flooding is “the most expensive and common natural disaster in the United States.” To that end, the ULI has published a new report – On Safer Ground: Floodplain Buyouts and Community Resilience – that highlights how local governments across the country are turning to buyouts as one strategy to combat the ongoing threat to community well-being.
Michael F. Bloom, P.E., ENV SP, CFM, BCEE, the director of the sustainability practice at R. G.
